He was a Progressive Conservative Party member of Parliament from 1979 to 1988. He was first elected in the 1979 federal election in the Toronto riding of Etobicoke—Rouge River defeating incumbent Liberal MP Wayne Godfrey by 5,900 votes. He was re-elected in the 1980 election, defeating Liberal candidate Paul Rademacher. In his time in Parliament he served as Parliamentary Secretary to the Minister of Industry and Commerce, as Parliamentary Secretary to the Minister of Transport and Communications, and as Parliamentary Secretary to the Leader of the Government in the House of Commons. He was defeated by Rademacher in the 1984 election. From 1980 to 1988, Urquhart was the Progressive Conservative Party's leading fundraiser in Canada, raising more than $13 million. On October 13, 1985, he was convicted of drunk driving and paid a fine of $100. On February 1, 2007, he was convicted of drunk driving and sentenced to a year in jail. His driver's licence was suspended for 10 years. Urquhart ran unsuccessfully for Mayor of Toronto in the 1987 election.
